Chocolate Chip Crumb Muffins

2 cups flour
1 cup packed brown sugar
3/4 cup margarine or butter
1 cup buttermilk
1 egg
1 teaspoon baking soda
1/2 teaspoon baking powder
1 cup chocolate chips

Stir together the flour and brown sugar. Blend in margarine till crumbly. Reserve out 1/2 cup of these crumbs which will be the topping of the muffins. To the remaining crumbly flour mixtuure add in this order: the baking soda, baking powder, egg and buttermilk. Beat together till mixed. Now stir in the chocolate chips. Put batter into greased muffin tin. Top each muffin with a bit of crumbs. Bake at 325F for 15-20 minutes or until done. Makes 12 muffins.
